Google is the biggest search engine, so yeah, you could say that they control the Internet. If you search for something and Google decides to censor it, it won’t be found. So if you don’t know the address you are screwed. Sure there are other search engines, but nothing stops them to do the same. And the majority of the users don’t know how to reach information without the big search engines.

With social media the story is a bit different. But they can also influence and control the information you see without being suspected of censorship. They just put information on low priority so you don’t even see these channels at all in your feeds. Thus they do control the Internet.

Of course they don’t control the Internet directly. That the providers do, the registries (like ARIN, APNIC, RIPE etc. and the domain registries) and ultimately ICANN. Without the registries you don’t get IP Adresses, without the domain registries you don’t get easy accessible names instead of complicated IP addresses, without the providers and their peering contracts you don’t get routed to your destination. Technically it is dead easy to cut off an entire country from the Internet, even an entire continent. You simply delete the corresponding routing entries and/or block the IP Adresses on the top level of their cidr assignments. I block on my servers for example anything assigned to APNIC. It is only a handful of entries.

And if you have enough political power you can easily put enough pressure on the Internet exchanges to control them.

Anyway, a few organisations and Companies have enough influence to essentially control the Internet and decide what you get to see or not.
